Introduction

Tsinaghua Challenge Educaiton Foundation, hereinafter referred to as "TCEF", is a foundation under Silicon Valley Tsinghua Network, hereinafter referred to as “SVTN”, which is a non-profit organization established in 1994. SVTN is an IRS 501 (c)(3) non-profit organization.

Goals and Awards

(1) TCEF shall raise donations from Tsinghua alumni and elsewhere. TCEF shall present various awards to Tsinghua University students and faculty members, but not limited to, to accomplish TCEF mission.

(2) TCEF offers awards defined in following sections. Depending on the fund availability and circumstances, TCEF can decide additional criteria for scholarship or award recipients. TCEF will announce these additional criteria before the application procedure starts. Any new award and its selection criteria must to be consistent with TCEF missions and must be approved by the Board.

(3) Provide collection method for Tsinghua “LI XUE JIN”, a scholarship on the need basis to the students from low income families to attend Tsinghua University. The income of recipients’ families must be lower than RMB 10,000 annually.

Donation Collecting Procedure

(1) SVTN shall open a new bank account used for TCEF activities exclusively.

(2) TCEF shall start a website to clear record all donations, expenses, and scholarships offered through TCEF.

(3) All contributions must be payable directly to “SVTN”. To make checks payable to any fund raising member is illegal. For the donation to the “LI XUE JIN” scholarship, make a note “LI XUE JIN” in the check memo area.

(4) TCEF shall provide gift receipt to acknowledge the donation with tax exempt ID to each contributor as a form of receipt. Contributor could use this letter for tax deduction purpose. Unless otherwise specified, names of contributors will be published on the website.

(5) All donation forms and campaign letters under the name of TCEF must be approved by the president of TCEF.

(6) SVTN shall delegate an officer and a vice president to be fully responsible for the TCEF activities.

(7) SVTN shall have a Certified Public Accounts (CPA) to audit all TCEF activities every year.

Expenditures

(1) TCEF will not hold any contribution from the alumni foundation.

(2) There will be a sub fund to support foundation operation, donate to that fund is completely voluntary.

(3) SVTN shall publish the process information of donation on the website, including amounted received, number of students assisted etc.

(4) Salary or work compensation for SVTN officers/directors of the board is forbidden.

(5) Any expenditure inconsistent with the mission of TCEF is forbidden.

Annual Reports

Annual report will be published during January to February every year for previous year's foundation operation.
